Historically, impervious area has been the primary method used in computing storm water charges nationwide. This method for establishing storm water fees has been challenged a number of times in court and has been upheld. The amount of runoff from a property during a storm does reflect the potential for pollutants and sediment to be carried to our lakes and streams.
