Storm Water District fees will first appear on the January 2004 county property tax bills distributed by the County Auditor’s Office. The charges will appear on the property tax bill as “NPDES Phase II,” which stands for National Pollutant Discharge Elimination System. This is the acronym and title used by the EPA for their new unfunded water quality guidelines.
