Butler County has no dedicated funding source for managing storm water runoff and the related water quality issues. The current budget only allows for emergency repairs. It does not provide funding for implementing and enforcing new unfunded EPA water quality guidelines.

A comprehensive program is needed to: 1) Improve the water quality of local rivers and streams, and 2) Ensure that the county is in compliance with the tough, new regulations required by the U.S. EPA.
